tv wont power on

sound became scratchy.. assumed was the cable as it has happened before. turned both tv and cable off. when turned the cable back on tv would not turn on. power light in from lights dimly.. and a light internally is on .. its red. tried unplugging it from cable box and putting it directly into wall.. and other outlets.. does the same thing. can hear it click when i plug it in.. but does not come fully on. there is no picture or sound.
