  I've recently had the same problem - Good News - There may be a solution.....
  I find this answer on a forum posted by someone called (Felfy)it has work for me
  But, I can only quote on my experience with my UK Region 2 Philips DVDr 3305 (/05) - yours may be a different version.
  
  First, make sure the DVD Recorder is completely disconnected from the Mains Supply.
  
  Then, if you look on the base of the unit, (just underneath the front of the Disc Insert/Eject Tray), there is a small slot, (approx 25 x 8mm), in which you can see a small, white, plastic lever probably situated near the right-hand side of the slot.
  
  I just moved this lever gently to the left, and Hey Presto! The tray opened by itself.
  
  All seems fine now - I've inserted/ejected the problem disc approx 6-7 times now, with no re-occurence of the 'Blocked' problem
