when we turn our Apex LD3288T Tv on is just keeps ...

when we turn our Apex LD3288T Tv on is just keeps scanning threw all the channels and won't stop until we hold down one of the buttons on the Tv itself. the remote will not work at all. Once the menu screen comes up you have to leave it for about a 1/2 and hour. How do we fix this?
