My T.V will not turn on. There is no standby light...

My T.V will not turn on. There is no standby light ,I have changed the fuse in the plug and still nothing It says in the manual that if you turn the T.V. off while it is downloading updates that it will stop it from turning back on and will need an engineer I m wondering how much this will cost me ,if in fact this is the problem Thanks in advance
