how to change the region code to read dvd?...

many dvd i can't read them, the screen of the tv combo dvd bought in canadian tire, montreal says: this disc is not formate to play in this region. the dvd are taken in the national library in montreal, they tell me there, i have to program the dvd for region 1 but they don.t know how...
