i bought a lgrc199h off ebay and didnt realize no ...

i bought a lgrc199h off ebay and didnt realize no paper work. plugged in and cant getanything but blue screen or snowy screen. does it have to have cable run to it?all my other dvds just hooked to my tv. thank you also how do i get manual?
