Blinking Lights...

I had a problem with AUDIO of my TV. Please help me how to test the speakers, tweeters by using an electrical multitester. What is the meaning of the red blinking lights? My TV when I plug in to the outlet there's a light the scrolls up and down. Then after 1 minute or so the red light blinks 8 or 9 times? Please tell me what is the diagnotic for 8 blinks and 9 blinks? Thank you.
