Cannot get "set up" to come up on the TV. The TV m...

Cannot get "set up" to come up on the TV. The TV must be set on CH4 because cannot get any channel which has a 4 in it. How do I get the set up to come up on the screen? Hold the button down for 30 sec. and don't come up. When I go to a channel it has to scan to let the channel come in and does not stay programmed.
