Question About Sylvania Flat Panel Television LC200SL8
will not turn on...

TV will not power up.I can here the power supply huming.There is no voltage after IC601.There is 75vdc on one side and 9vdc on the output.I cannot find the component listed.It has a # on top L0717817C.What is this component..
