When I plug in the charger for MDP 1030, the light...

When I plug in the charger for MDP 1030, the light goes on for a while but then goes out. I plug it in again and it goes out again. Unfortunately it does not seem to be charged because I can't get it to play a movie. Can you please send me a operating manuel.
