I bought a refurbished Mintek DTV-233 but it didn'...

I bought a refurbished Mintek DTV-233 but it didn't come with a remote and I've discovered the previous owner put a parental lock on it that's password protected. I'm unable to change the settings, apparently, or do a channel scan without the password and/or remote. I'm using a Phillips universal remote. What do I do?
