I have a philips tv 21pt6446/44 to repair ,it powers on but after the screen light up for about 4 sec the set shut down,you can see a vertical problem,top part of the picture is missing.main dc volts is115vdc ,the manual said it should be 97vdc,i check and all other voltage looks ok or close to the manual ,could you help
