Question About Philips Flat Panel Television 27PT643R
Fuse or capacitor problem?...

My tv will not turn on. Every time i plugged it in a loud vibrational noise came from the set, when it was working of course. Now it won't make the noise or turn on. Is the fuse blown or a bad capacitor? thanks in advance for reading.
