Question About Philips Flat Panel Television 21PT5006
No power at TV...

Whilst tv was on, it suddenly shut off. Power at power point but tv not coming on when turned on. Opened up and fuse appears to be all very small bubbles inside glass and not able to see the fuse inside. What wopuld cause this and what size would the fuse be?
