Question About Philips TV Receiver 29PT5435
cropped picture on Philips 18" 2003 tv...

My screen is cut off by about 20% at the top and 5% at the bottom making watching tv difficult. Along the edge of the top black bar the image looks out of registration as if it could be a tube issue?
