when i first turn the set on there are 3 horizonta...

when i first turn the set on there are 3 horizontal line starting on the right side (they do not go all the way to the left ) the picture is blured and the right side is not ok until the set warms up, the extended warranty from walmart. i have had it in a shop twice and they cannot find the problem or fix it ???
