Question About RCA TV Converter Box RCA+DTA800
converter box will not scan channels...

I have hooked up the converter box and it will not scan any channels. One is hooked up in a house in the country. The other is hooked up in a house in the mountains. The one in the mountains has a outdoor antenna. I cannot get either place to be able to scan any channels. Can you tell me what the problem is.
