I cannot figure out how to set up my tv to my Dish...

I cannot figure out how to set up my tv to my Dish receiver. I have attached a picture of the back of my tv showing the types of cables that are to be hooked up. I have tried them in every possible configuration and all I get on my screen is a snowy picture. Please help.
