I have a 42" spectroniq pltv 4250 . I cannot turn ...

I have a 42" spectroniq pltv 4250 . I cannot turn on t.v. manually by use of panel, must use the remote. Then the channels continue to scan as if searching for signal. Cannot shot off the t.v. must unplug to shut down. Any solutions available?
