BLOCKED TV...

PLEASE I NEED A MANUEL OR EVEN JUST SOME ADVICE. THE TV IS BLOCKED. ONLY THE ON AND OFF BUTTON ON THE REMOTE WORKS. THE SCREEN IS ON THE LAST CHANNEL WATCHED BUT THERE IS A LOCK PICTURE IN THE CORNER?
