When I turn on TV screen shows - PO---VO ...

When I turn on TV screen shows - PO---VO 2.92.3 at the bottom of the screen, and it jumps from channel to channel and changes to all 3 languages english, spanish and french , unable to use menu as it also blocks channels, also it automatically changes channels Can Tv be repaired ?
