Tv has heat run written on the screen on the top can not get it off the screen

5 I have a White Westinghouse 13" tv/vcr combo Model VT-1315. The power switch doesn't work and the only way to turn it on/off is to plug/unplug the machine and the words "Heat Run" are on the screen all the time. The remote doesn't work although we can change channels using the tv buttons. How can we get rid of "Heat Run" and get the power switch to work again? Thanks for any assistance.
