On: Stations in the STOP or PAUSE status exist

When some stations are in the STOP or PAUSE status, each
station status can be checked in CPU RUN status of each station
(SW0084 to SW0087).
Depending on the timing of the link refresh, CPU RUN status of
each station (SW0084 to SW0087) and the update may be offset
by one sequence scan.

of each station (SW008C to SW008F) and the update may be
