The distribution terms for Bison-generated parserspermit using the parsers innonfree programs. Before Bison
version 2.2, these extra permissions appliedonly when Bison was generatingLALR(1) parsers in C. Andbefore
Bison version 1.24, Bison-generated parsers couldbe used only in programs that were free software.
The other GNUprogramming tools, such asthe GNU C compiler, have never hadsuch a requirement. Theycould
always be used fornonfree software. The reason Bison was differentwas not due to aspecial policy decision; it
resulted from applying the usual GeneralPublic License to all ofthe Bison source code.
The output of theBison utility the Bison parser file containsa verbatim copy of asizable piece of Bison, whichis
the code forthe parser’s implementation. (The actionsfrom your grammar areinserted into thisimplementation at
one point, but mostof the rest of theimplementation is not changed.) Whenwe applied the GPL termsto the
skeleton code for the parser’s implementation, the effect wasto restrict the use ofBison output to free software.
We didn’t change the terms because of sympathy for people whowant to make software proprietary.Software
should be free.But we concludedthat limiting Bison’suse to free softwarewas doing littleto encourage people to
make other software free. So wedecided to make the practical conditions for using Bison match the practical
conditions for using the other GNUtools.
This exception applies when Bison is generating code for aparser. You can tell whetherthe exception applies to a
Bison output file byinspecting the file for text beginning with¨As a special exception....
