Speed Loop Continued

Adaption Adjusts speed loop gain scheduling.
Zero SPD Quench Similar to Standstill logic (i.e. keeps the contactor in but motor current drops to zero) except
the speed loop stays enabled and will cause the current loop to unquench very quickly.
